14.05.08 New York could miss first RGGI auction, says state agency official
New York, the highest-emitting state in the Regional Greenhouse Gas Initiative (RGGI), may not be able to participate in the programme's first allowance auction on 10 September due to revisions to its regulations, a New York state agency official said on Wednesday.
